The report, developed by the council’s Work to Zero program and the foundation established by the National Commission for the Certification of Crane Operators, found that 98% of surveyed crane professionals had encountered communication challenges at least sometimes during the previous 90 days. The findings draw on a survey of 376 U.S. crane professionals, a literature review and interviews with five experienced industry professionals. Crane operators accounted for 71% of survey respondents. Weather, noise and limited visibility were the most commonly reported communication challenges. Fifty-nine percent of respondents cited inconsistent signaling, while 57% reported gaps in signalperson knowledge or skills. Communication problems most commonly resulted in clarifications or delays, but 47% of respondents said breakdowns brought lifting operations to a full stop at least sometimes. Ten percent said communication failures led to near misses at least sometimes, and 4% reported that they led to incidents involving injury or property damage at least sometimes. Gaps in riggers’ knowledge, skills or abilities, cited by 54% of respondents, were the leading reported contributor to unsafe rigging practices, followed by inattention or distraction at 49%, production pressure at 48% and poor supervision at 47%. The findings also pointed to a gap between employers’ stated safety priorities and jobsite practices. While 77% of respondents said their organizations did not compromise crane safety for production schedules, 52% described rigging planning as last-minute, inconsistent or absent. Certified riggers and signalpersons were generally rated more effective than their noncertified counterparts, according to the report. The report recommended establishing third-party certification requirements for riggers and signalpersons, reinforcing standard signals and requiring documented lift plans. It also called for crane-specific supervisory training and expanded multilingual training materials.
