S.B. 3662, introduced Tuesday, would create a 21-member Pandemic PTSD Task Force within the Department of Human Services to evaluate the prevalence and likelihood of pandemic-related PTSD and develop best practices for identifying and treating the condition among workers who provided emergency response, health care or other essential public services during a pandemic. Under the bill, the panel would include ex officio members from several state departments, including Law and Public Safety, Human Services and Health, as well as public members appointed by legislative leaders with expertise in mental health treatment, emergency response and firsthand experience with PTSD. The task force would be directed to identify contributing factors and mental and physical effects of pandemic PTSD, estimate its current prevalence and likelihood of future cases, and develop or approve new and innovative diagnostic and treatment methods. It would also be required to recommend policies, practices, services and funding sources to improve identification, treatment access, employer support and public awareness, and to reduce stigma associated with seeking care. Within 12 months of its organizational meeting, the task force would submit a written report of its findings and recommendations to the governor and Legislature. The report would also be posted on the websites of the Departments of Law and Public Safety, Human Services and Health. The task force would dissolve 30 days after submitting its report, and the act would expire at that time.
