Investigators with the Occupational Safety and Health Administration found that on Aug. 11, 2025, three workers for Construction Labor Services were installing and repairing sewer lines inside a manhole in Mobile “when they were overcome by sewer gas and became unresponsive,” the Labor Department said in a release. Two died. Investigators determined that the company did not have programs, procedures, training and emergency response plans for confined-space entry, the release said. OSHA cited the Construction Labor Services with 16 serious violations and proposed $257,707 in penalties.
