The complaint, USI Insurance Services LLC v. Dunst et al. , was filed Wednesday in the U.S. District Court for the Eastern District of Virginia, Alexandria Division. Defendants Peter Dunst of Arlington, Virginia, and William Seidler and Jacob Spencer of Alexandria, Virginia, worked in USI’s Falls Church, Virginia , office before resigning on the same day, June 1. According to the complaint, the three producers gave notice simultaneously and served 60-day notice periods, as their agreements required. USI says it reminded each broker of his post-employment obligations before he left. Shortly after the notice periods ended, the defendants allegedly joined Howden US, which USI described as a “known raider” already facing at least five lawsuits from other brokerages since July 2025, plus three more from USI itself in Florida, Georgia and Texas. Days after the notice periods, the complaint alleges, three of USI’s clients switched their broker of record to Howden. USI says the timing, combined with a lack of any prior complaints from those clients, suggests the defendants laid the groundwork for the switch while still employed. Brokerages including Marsh, Aon, Brown & Brown, Alliant and Willis Towers Watson have alleged that Howden established its U.S. retail operations last year through coordinated team lift-outs and client solicitation. Howden has denied wrongdoing in several of those cases and settled others.
