The order directs the city’s health, emergency management and administrative services agencies to develop and distribute multilingual heat-safety guidance for outdoor workers as soon as practicable in 2026. Guidance addressing indoor workers must be issued by March 1, 2027. Each mayoral agency will be required to establish a prevention plan covering city employees and contractors, although the announcement did not specify uniform requirements for breaks, water, shade or temperature thresholds. The Department of Buildings must review existing construction-site heat protections and recommend strengthened requirements by March 1, 2027. The order also calls for continued enforcement of existing outdoor-worker protections, including access to bathrooms and workplace reporting requirements. In addition, the Department of Health and Mental Hygiene must study the relationship between extreme heat and workers compensation claims and assess whether heat illness should become a reportable health condition. The order initially focuses on city operations and the development of guidance rather than imposing an immediate citywide heat standard on private employers. City officials said more than 1.4 million New Yorkers spend extended periods working outdoors each summer.
