The analysis of insured and self-insured indemnity claims from accident years 2016 through 2025 found that average medical payments at six months increased 15.1% for 2024 injuries compared with the prior accident year. Average medical payments at 12 months rose 9.4% for 2024 injuries compared with 2023 injuries. Preliminary six-month medical payments for 2025 claims declined 6.1%, but the institute cautioned that those results could change as additional payments are reported. The influx of relatively low-cost COVID-19 claims temporarily moderated average payments during the pandemic but did not change the long-term upward trend in medical and indemnity losses, the study found. Average indemnity payments increased in every accident year at each development interval examined, reflecting changes in benefit levels and claim characteristics. Construction had the highest average combined medical and indemnity payments among the five industries studied. Payments on 2023 construction claims averaged $49,947 at 24 months, nearly 57% above the statewide average of $31,892.
