Seattle Environmental Services was cited in late January for violating more than a dozen rules regarding the safe handling of asbestos, putting workers at serious risk of harm. Inspectors with the Washington State Department of Labor & Industries checked on a Belleview home demolition project in September and were told that asbestos was not present, meaning respiratory safety equipment wasn’t necessary for the company’s workers. But because no evidence of a negative asbestos test was presented to the inspectors, they issued a stop-work order. In fact, the safety officials suspected that asbestos removal was underway at the site, based on what they saw. Hours later, they confirmed that more than 3,000 square feet of walls and ceilings contained asbestos. However, three workers had removed the dangerous material without wearing respirators and taking other safety steps, L&I said. “The contractor told workers they didn’t have to wear respirators, then told L&I there wasn’t any asbestos in the house, and they were wrong on both counts,” said Craig Blackwood, assistant director for L&I’s Division of Occupational Safety and Health. Seattle Environmental Services then backtracked, saying it confused the asbestos abatement job with another. The material was eventually removed properly. The company was cited for 10 willful serious, six serious and four general violations for ignoring asbestos rules and providing bad information. Willful violations are warranted when an offender knew or should have known the safety requirements. Serious violations are those in which a hazard could lead to serious injury or death.
