The captive allows participating employers to offer employee health insurance supported by medical stop-loss coverage, an option that has historically been unavailable to most cannabis businesses, Denver-based Blackwell said in a statement. The captive will be available to cannabis operators in 24 states, plus Washington, where both medical and recreational use are permitted, as well as in 16 additional states where cannabis is legal for medical use only. “Many employers have been forced into fully insured plans that limit cost, visibility, and flexibility. We are building this captive specifically to change that dynamic,” Scott Byrne, president at Blackwell, said in a statement. Participation is designed for cannabis employers with at least 25 employees enrolled in their health plan and is intended to support growers, distributors and cannabis-adjacent service providers, a spokeswoman said in an email. The captive will be domiciled in the U.S., with the final location to be confirmed pending approvals. It will operate as a standalone structure within Blackwell’s broader captive platform.
