The organization’s “State of the Economy” report said employment gains have expanded beyond health care into construction, manufacturing and transportation. The report’s chart shows employers added an average of about 92,000 jobs a month during the first half of 2026, compared with an average of 10,000 a month in 2025. More employment, combined with continued wage growth, is boosting payroll, which has corresponding implications for workers comp premium, NCCI said. At the same time, increased hiring could lead to more workplace injuries because newly hired employees tend to have less experience. The latest federal data by the Bureau of Labor Statistics shows average hourly earnings increased 3.5% over the year through June. Employers added 57,000 jobs in June, with the strongest gains in professional and business services, social assistance and health care. Construction, manufacturing and transportation and warehousing employment changed little during the month. NCCI said energy prices had pushed overall inflation above 4% but that the increase had likely peaked. That forecast was supported by Consumer Price Index data released Tuesday showing that annual inflation eased to 3.5% in June from 4.2% in May. Medical inflation, which is more directly relevant to workers comp claim costs, remained below overall inflation. Medical care prices increased 2% over the year through June, while prescription drug prices declined 0.1% during the month and 2.5% over the year. NCCI said the recent decline in drug prices has eased concerns that tariffs could raise pharmaceutical costs. The report also said stronger hiring and persistent inflation have shifted Federal Reserve policymakers’ expectations toward higher interest rates compared with their projections in March. Because workers compensation is a long-tail line, interest rates can affect the present value of insurers’ long-term liabilities and their investment results, NCCI said. Federal Reserve officials left the federal funds target range at 3.5% to 3.75% in June while revising their projected path for appropriate rates higher.
