Claims frequency began to increase quarter over quarter in the “latter part of 2025,” however, making it difficult to forecast how activity will proceed through 2026, the report said. Improved implementation of controls, such as multifactor authentication, is thought to have led to some of the decline, Marsh said. Communications, media and technology organizations now experience the most claims, having displaced health care into second place. Health care is still the most targeted industry in Canada alone. Meanwhile, the amount of ransomware claims dropped by one-third, but severity did not abate and extortion payments remain “significant,” Marsh said.
