H.B. 2928 would direct the Industrial Commission of Arizona to establish standards for every industry that may be affected by heat illness and to set specific rules for industries including agriculture, construction, landscaping, oil and gas extraction, airport workers and mail and package delivery. For those working more than an hour in temperatures of 80 degrees or higher, the standards must require “one cup of cool water per 15-20 minutes, as well as electrolytes.” Additional water would be required when the temperature exceeds 95. Employers also would be required to provide access to shade or climate-controlled environments and designate one supervisor to monitor groups of no more than 20 workers for signs of heat illnesses when the temperature is above 80. The bill would require acclimatizing workers to high-heat environments by limiting their work to 20% of the usual shift on the first day and increasing the workload incrementally over the next seven to 14 days. When temperatures hit 90, the bill would require a 10-minute break every two hours in addition to other mandatory breaks. At 100 degrees, a 10-minute break would be required every hour. The bill also would require employers to provide warm liquids and warm-up breaks for those working in indoor or outdoor settings when the temperature is 60 degrees or lower.
