Morella Bombardini pleaded no contest in 2018 to misdemeanor workers comp fraud involving a claim connected to her work as a psychologist. She was ordered to perform community service and pay more than $11,000 in restitution to her employer, according to Morella Bombardini v. Board of Psychology , filed in California’s 3rd District Court of Appeal. Although the conviction was dismissed in 2019, it remained a basis for licensing discipline. The Board of Psychology revoked her license in 2021, stayed the revocation and imposed five years of probation. Conditions included practice and billing monitoring, an ethics examination, coursework and quarterly reports. Ms. Bombardini sought early termination in 2023. She maintained that she had carpal tunnel syndrome, never intended to commit fraud and pleaded no contest on her attorneys’ advice without fully understanding the consequences. She also cited her payment of investigative costs, required reports, and absence of further misconduct. The board denied the request, finding she continued to minimize her conduct and portray herself as unfairly punished. They paused her probation because she moved out of California and did not resume practicing after returning, leaving key practice-related conditions unfulfilled. The appeals court found sufficient evidence to support the board’s decision. It said acknowledging wrongdoing and accepting responsibility were central to rehabilitation, and that compliance with reporting and payment requirements did not establish those qualities. The court also found her challenge to the original 2021 discipline untimely. It affirmed the judgment rejecting her challenge to the board’s decisions.
