S.B. 306 would recognize 911 call takers, public safety dispatchers and other emergency communications workers as “first responders in communications.” The measure would allow those workers to receive training opportunities and access to mental health support, and it would create a presumption that PTSD diagnosed after their service is work-related and eligible for compensation unless evidence shows otherwise. Under current law, police officers, firefighters and emergency medical workers are presumed to have incurred PTSD in the line of duty for the purpose of workers compensation. The bill adds new definitions for “first responder in communications” and outlines that employers should, to the extent practicable, provide training to maintain and enhance skills. The measure was sent to committee. If enacted, it would take effect July 1.
