The Boca Raton, Florida-based rating organization filed the proposal Friday with the Florida Office of Insurance Regulation. If approved, the rates would take effect Jan. 1. NCCI said declining lost-time claim frequency was a key factor behind the proposed reduction. Strong wage growth has also contributed to lower loss ratios because payroll, which is used as the exposure base for workers comp premiums, has grown faster than medical costs. The proposed decrease reflects a 0.6% increase tied to changes in Florida’s medical fee schedules, which will align physician and nonhospital reimbursement levels with Medicare’s 2026 Resource-Based Relative Value Scale. Florida regulators last year approved a 6.9% workers comp rate decrease for 2026, following a 1% reduction for 2025. The 2026 decrease marked the ninth consecutive annual workers comp rate reduction in the state. NCCI said that nationwide, the workers comp combined ratio in states where it operates increased to 91% in 2025 from 86% in 2024, while lost-time claim frequency fell 2%.
