Axa XL Excess & Surplus Lines Insurance will begin underwriting new E&S casualty business sourced through wholesalers in early 2027, with existing casualty policies transitioning to the company in mid-2027, Axa XL said in a statement. E&S property business will transition later in the year. Axa XL currently writes E&S business through Indian Harbor Insurance, among other entities. Indian Harbor reported $2.26 billion in nonadmitted direct premium in 2025, according to Business Insurance ’s most recent ranking , and will continue to write nonadmitted business. Last year, Axa XL said it was establishing a new legal entity to provide dedicated paper for its wholesale E&S operation. Axa XL E&S was incorporated in Delaware on Aug. 4, 2025, according to a Delaware Department of Insurance filing. The filing stated the company would serve as Axa XL’s surplus lines insurer exclusively for wholesale brokers. In March, A.M. Best assigned the company an A+ financial strength rating. Axa XL E&S will operate alongside the insurer’s existing entities and participate in the same Axa XL pooling arrangement as Indian Harbor, according to Axa XL Wednesday’s statement. The rollout, ahead of the Wholesale & Specialty Insurance Association’s annual conference next month, will coincide with the introduction of a Guidewire policy administration system for Axa XL’s E&S business beginning in 2027. Existing products and rates will remain unchanged during the transition, Axa XL said. “The creation of Axa XL E&S is a significant milestone in our strategic plan to strengthen our presence in the E&S market,” Lucy Pilko, CEO for the Americas at Axa XL, said in the statement.
