Armon Stines, then a Virginia resident employed by Tennessee-based Pollard Management, alleged that he injured his back while stepping off a walk board at a Virginia jobsite on April 1, 2025. He underwent surgery a week later and sought medical and temporary disability benefits, according to Armon Stines v. Pollard Mgt. Inc. , filed in the Tennessee Court of Workers’ Compensation Claims at Gray. Mr. Stines filed his first Virginia claim six days later, before notifying Pollard that he considered the injury work-related. He later told an insurance adjuster that he intended to pursue benefits in Virginia and filed a second claim there on April 26, 2025, seeking continuing benefits. Pollard denied the claim, citing delayed notice and inconsistent accounts of the accident. Mr. Stines subsequently retained a Tennessee attorney, who sought withdrawal of the Virginia case and filed a Tennessee petition. Virginia dismissed the claim without prejudice. Mr. Stines argued that he was heavily sedated when he initially filed in Virginia and that his former attorney selected Tennessee. The judge rejected that argument, noting that Mr. Stines subsequently confirmed his choice to the adjuster and filed again in Virginia well after surgery. The judge found that Mr. Stines had actively pursued benefits in a state with jurisdiction and was unlikely to prevail on Tennessee jurisdiction at a full compensation hearing.
