By comparison, the private share of residential policies increased from 6% to 11% over the same period, according to the report released Oct. 1. The overall number of NFIP policies fell from about 5.1 million in 2018 to 4.7 million in 2025, while private flood policies more than doubled from about 371,000 to 778,000, the report said. The difference partly reflects commercial property owners’ greater likelihood of voluntarily purchasing flood insurance, according to stakeholders cited by GAO. Private insurers also typically offer a wider range of policy options, such as higher coverage limits, the stakeholders said. NFIP building coverage is limited to $500,000 for commercial properties, a limit that has not increased since 1994, according to the report. The federally backed National Flood Insurance Program is currently authorized through Dec. 11, after Congress approved a short-term extension in September.
