Liability rates increased 9% in the quarter, compared with 8% in the third quarter, according to the broker previously known as Marsh. Excluding workers compensation rates, which have seen little movement for years, liability rates increased 12%. General liability rates saw slight increases, but lead umbrella rates rose 12% to 15% for accounts with favorable loss experience and those with higher losses saw rate hikes of 30% or more, the report said. U.S. property rates, which Marsh Risk says have been declining since the third quarter of 2024, fell 8% in the 2025 fourth quarter, slightly less than the 9% reductions seen in each of the first three quarters of last year. “Insurer competition intensified as capacity continued to increase from new and existing insurers, due in part to lower reinsurance costs,” the report said. Financial and professional lines were flat, compared with a 2% increase in the prior quarter, and cyber rates again fell 3%. Globally, insurance rates fell 4% on average, with property rates down 9% and liability rates up 4%. Financial and professional lines fell 4%, and cyber liability was down 7%.
