In Granite School District v. Labor Commission , the court upheld a Utah Labor Commission decision awarding benefits to Robyn Young, who worked for Granite School District. Ms. Young sustained injuries in separate incidents in 2013 and 2014, when one student repeatedly headbutted her and another punched her in the face, pulled her hair, and jerked her head. She was diagnosed with concussions and later developed chronic migraines and other symptoms that limited her ability to work. Ms. Young returned to work after the first injury, but her condition worsened following the second. In 2015, her doctor cleared her for light-duty work of six to 10 hours a week, limited to two hours a day and requiring low light and noise. The school district declined to accommodate the restrictions and terminated her employment. The district challenged findings that Ms. Young’s permanent limitations stemmed from the workplace injuries rather than from other sources of stress, including a divorce, financial problems and debt collection efforts stemming from unpaid medical bills. An independent medical panel concluded that all of Ms. Young’s functional restrictions were related to the workplace incidents and that the other stressors caused only temporary reactions. The Supreme Court held that the commission properly relied on the panel and that substantial evidence supported the permanent total disability award. The court also rejected the district’s argument that Ms. Young’s post-injury activities, including completing a master’s degree, volunteering, and earning small amounts as an online sales representative, showed she was capable of gainful employment. The court noted that she earned only $100 to $150 a month from the sales work. In addition, the court rejected the district’s bid for an offset based on Ms. Young’s $610,000 settlement of a federal lawsuit against debt collection agencies. The court said the settlement compensated her for the agencies’ wrongful collection activities rather than the underlying workplace injuries and there was no evidence of an overlap with the district’s workers compensation obligations.
