Best said Wednesday it downgraded the financial strength rating of Cities and Villages Mutual Insurance, a municipal insurer based in Wauwatosa, Wisconsin, to B++ from A-. The ratings agency also downgraded the insurer’s long-term issuer credit rating to bbb+ from a-. The outlook for the financial strength rating was revised to stable from negative, while the issuer credit rating outlook remains negative, Best said. The ratings downgrade reflects deteriorating operating performance and volatility in underwriting results driven by an increased number of large auto physical damage and auto liability losses, Best said. The insurer reported net underwriting losses in each of the past five years, with the largest decline occurring in 2025. The company’s policyholder dividend structure has constrained underwriting performance and surplus growth, pressuring risk-adjusted capitalization, Best said. The insurer’s management has implemented strategic initiatives to address performance trends, but their effectiveness remains uncertain, Best said. Cities and Villages Mutual writes coverage for Wisconsin municipalities and has a geographically concentrated business profile. The ratings reflect the insurer’s very strong balance sheet, offset by marginal operating performance, a limited business profile and appropriate enterprise risk management, Best said. Best initially downgraded Cities and Villages last year.
