S.B. 1303, which was amended Thursday and ordered to a third reading in the Assembly, would add licensed naturopathic doctors to the definition of “physician” under California workers compensation law. Current law defines physicians for workers comp purposes to include medical doctors, osteopathic physicians, psychologists, acupuncturists, optometrists, dentists, podiatrists and chiropractors. The bill would amend state law to add naturopathic doctors, provided they are licensed in California and act within their legally authorized scope of practice. The measure would also substantially expand the scope of practice for naturopathic doctors. Among other provisions, it would allow them to independently prescribe most drugs and devices, while requiring physician supervision and standardized protocols for Schedule II controlled substances. It would also permit them to perform certain minor office procedures, including treatment of lacerations, incision and drainage of abscesses and superficial biopsies.
