This is the first time the issue has appeared in a quarterly risk report, Gartner said in a statement with the survey. Geopolitical energy and supply shocks ranked second and agentic AI third in the consultancy’s quarterly gauge of global risks. Cyber vulnerabilities can now be discovered and exploited much more quickly than ever before, “requiring organizations to be more agile and proactive in their response,” Gartner said. Organizations must update risk appetites and recalibrate risk impact assessments as well as strengthen third-party risk controls and accelerate cyber response strategies to meet the oncoming threats. “Without corresponding improvements in governance, security operations, and remediation capabilities, AI-driven vulnerability discovery may outpace organizational defenses, increasing the likelihood of significant cyber incidents and operational disruption,” Kevin Mercado, senior principal analyst, research, in the Gartner Risk & Audit Practice, said in the statement. To mitigate threats brought on by the rise of agentic AI, organizations should adapt risk management practices to keep pace while updating AI governance and closing employee AI skills gaps, Gartner said. Rounding out the top five emerging threats were information integrity risk and AI workforce preparedness gap, at fourth and fifth, respectively. For this latest report, Gartner surveyed 316 senior executives and risk managers across a range of sectors and regions in April and May 2026.
