The investigation by law firm Wachtell, Lipton, Rosen & Katz found that the Clippers violated NBA salary cap circumvention rules by initiating and facilitating endorsement agreements between Mr. Leonard and the Kansas City, Missouri-based brokerage, wireless communications company Boingo Wireless, scoreboard maker Daktronics and sustainability company Aspiration Partners. Lockton declined to comment on the report. In June 2020, Clippers President of Business Operations Gillian Zucker connected Mr. Leonard’s business manager, Dennis Robertson, with executives at Lockton, Boingo and Daktronics while the companies discussed providing services to the Clippers or their arena, according to the report. Within about two months, Mr. Leonard had signed multiyear, multimillion-dollar endorsement agreements with all three companies, the report said. The agreements provided for $18 million in combined payments, all of which were paid by August 2021. The report does not disclose how much Lockton paid. Around the same period, each company entered into multimillion-dollar consulting agreements with the Clippers. The report said the endorsement agreements were unusual because they imposed relatively limited obligations on Mr. Leonard, were not publicly announced and resulted in little evidence of meaningful promotional activity. “The highly unusual nature of these three endorsement agreements with Mr. Leonard caused investigators to question why each company entered into them,” the report said. Investigators concluded the Clippers induced the companies to enter into the agreements “through the prospect of lucrative business arrangements with the Clippers.” Lockton declined to cooperate with the investigation, according to the report. The NBA fined the Clippers $30 million and stripped the team of five first-round draft picks following the investigation, the league said Wednesday. The league suspended Clippers owner Steve Ballmer from league and team activities for one year, and ordered Mr. Leonard to pay the league $700,000.
