Large and complex property rates are expected to fall 5% to 15% for single-insurer programs and 15% to 25% or more for shared and layered programs. Willis’ property book recorded an average 14.5% rate decrease in the second quarter, including a 23.41% decline for shared and layered placements involving five or more insurers. Rates are trending toward 2019 levels, the report said. “There is a tremendous amount of capacity in the marketplace and performance overall has still been strong,” said Jackie Bolig, New York-based head of placement and broking solutions for Willis North America, in an interview. Increased competition is also allowing policyholders to seek broader coverage, including higher sublimits and fewer restrictions, along with rate cuts, she said. “For high-quality risks with strong data, if you can present your risk and your advisors, primarily your placement brokers, are presenting your risk in the marketplace in a way that really shows the strength of your opportunity, you’re going to get both,” Ms. Bolig said. Liability remains more challenging, but rate increases are moderating as capacity expands, according to the report. General liability rates for large and complex risks are projected to increase 2% to 10% or more, while low- to moderate-hazard auto liability is expected to rise 8% to 15% or more and difficult auto risks 10% to 20% or more. Umbrella rates are forecast to increase 3% to 12% or more for low- to moderate-hazard risks and 8% to 15% or more for challenging risks. Excess liability increases are projected at 2% to 10% or more and 8% to 15% or more, respectively. Rising court awards and settlements and adverse loss trends continue to pressure liability results, but additional capacity from insurers, managing general agents and broker facilities is increasing competition. “You are seeing more capacity come into the market, whether it be from following facilities, a number of MGA entrances, and you are starting to see a return of capacity from insurers that had retrenched a bit,” Ms. Bolig said. Workers compensation remains an exception to the broader liability trend, with rates for large accounts projected to range from a 3% decrease to a 2% increase. Strong underwriting results and competition continue to support the market, although rising medical costs, wage growth and larger claims could pressure results, Willis said. Middle-market workers comp rates are forecast to decline as much as 5%. Cyber pricing is expected to range from down 5% to up 5%, with abundant capacity keeping competition intense despite increased ransomware, privacy and artificial intelligence-related exposures. Willis said average rates remained negative in the first half of 2026, with larger decreases in excess layers. Directors and officers liability pricing has flattened. Willis projects public-company primary D&O rates from flat to up 2%, excess rates from flat to up 5% and Side A difference-in-conditions coverage flat. Private-company D&O rates are expected to be flat to up 5%.
